The cab-secure radio
provides a link between the train and the line controller, by acting as a
beacon that reports the train’s location on the network. This report
addresses the failure of this system. |

Level crossings provide a means for road vehicles to
cross the railway at grade. There are a number of types of level crossing,
which give different levels of protection and automation of operation. Emergency telephones are
provided at some crossings, such as automatic half barrier crossings (AHB's),
for the public to contact the signalman in the event of an emergency. |

CCTV Level Crossing Telephone, Generic Type. Level crossings provide a means for road vehicles to
cross the railway at grade. There are a number of different types of level
crossing, which give different levels of protection and automation of
operation. Local Control Unit Telephones are used in the manual
local operation of the crossing in the event of a failure of the remote
operation mechanisms. The
telephone enables the local operator to contact the signalbox. |

Farm crossing telephones
are used to contact the signal box and obtain permission to cross the
track. Two telephones are
installed at each farm crossing (one on either side).
A “farm crossing” here is taken to be any crossing where the
telephone forms the sole means of protection. |

Electronic Concentrator Systems Generic Type Concentrator telephones
are akin to switchboards for track-side telephones. When a user activates
a telephone, an alarm (visual or audible) alerts the signalman to the fact
and he connects the caller to the desired number. |

The purpose of the TRUST system is to report on actual
train running details compared with planned movements. The plan consists
of the Working Timetable, extracted from a database, plus any movements
scheduled in TOPS - Train Operating Processing System on an ad hoc or
short term basis. |

Security Closed Circuit Television Security CCTVs are used to monitor events on the
platforms and within the station. Images
are recorded by security cameras placed within the station and are
displayed on a bank of monitors held in a central location such as a
security room. |

Closed Circuit Television for Driver Only Operation Closed Circuit Television
(CCTV) is used for operating trains with no guard, i.e. Driver Only
Operation (DOO). On these trains it is the responsibility of the driver to
ensure that all passengers are clear of the train doors prior to closing
the doors and leaving the platform. |

Communication Service Providers Optrack Voice & Optrack 64 Type Communications network
services are provided to Railtrack by Racal BRT via an extensive
track-side communications cable network totalling 23,000 km of cable
route. |

Local UHF Radio Systems Motorola Type The local UHF radio system
is used to maintain contact between an individual on the trackside and the
system controllers. The type
considered here consists of a hand-held, battery-operated unit, which can
be used by an operator to contact a base station, from which the message
can be relayed. |
